Pharmacy: supervision loosened and prescribing at registration
Most new UK pharmacists now register as independent prescribers, and a 2025 law lets pharmacists authorise pharmacy technicians to supervise dispensing from December 2026.
Status note: Phase 1 of the supervision changes is in force (7 January 2026). Phase 2, letting pharmacists authorise technicians to supervise dispensing, takes effect 10 December 2026.
The stated rationale
Free pharmacists' time for clinical work, and build prescribing competence into initial training.
What changed
- Supervision, phase 1 (in force 7 January 2026): checked, bagged prescriptions can be handed out while the pharmacist is absent.
- Supervision, phase 2 (from 10 December 2026): pharmacists can authorise pharmacy technicians to supervise dispensing, including in hospital aseptic units.
- Hub-and-spoke dispensing between different pharmacy businesses has been allowed since 1 October 2025.
- Prescribing at registration: from summer 2026, new pharmacists trained under the new standards register as independent prescribers. 83% of 3,326 candidates passed the June 2026 assessment.
- Pharmacist-led treatment schemes run across the UK, including Pharmacy First in England and the Common Ailments service in Wales (27 conditions, over 462,000 consultations in 2024-25).
